hey go to the doctor cause that could very well be an std or if not maybe jock itch... but still get yourself checked.

It sounds like some sort of yeast infection (intertrigo). Keep the area clean and dry until you can see a doctor about it. Make sure you wash your hands before and after coming into contact with the rash.
Any break in the skin, especially one with discharge, is at risk for infection. Please contact your primary care physician as soon as possible.
